Introduction:
The Roger Mills Collection documents the desegregation process
in DeKalb County over the period of 1964 through 1993. A brief
history is included, but the majority of items are from the DeKalb
County School Desegregation Case.
Provenance:
Gift of Roger Mills. Accession date unknown. Roger Mills was an
attorney in DeKalb County who first became involved as a party
in the Desegregation Case and later served as member of the Bi-Racial
Committee.

Description
The Roger
Mills Collection documents the DeKalb county School Desegregation
Case through newsclippings, correspondence, court documents, enrollment
figures, historical outlines, school reports, and various other
papers. The collection includes eighteen boxes that stretch from
1886 through 1995; however, the bulk of the collection falls between
1964 and 1993. This collection is an excellent source for researchers
interested in lengthy documentation but may become tedious for
those looking for an overview. The brief history in Box 1 provides
a succinct background of desegregation but is somewhat subjective.
Boxes
1 through 4 focus more on education and students, while legal
issues take precedence in boxes 5 and 6. Beginning in the sixth
box and continued in Box 7, newsclippings provide public views
of DeKalb County desegregation from 1966 until 1993. All court
documents and orders were issued in the United States District
Court for the Northern District of Georgia Atlanta Division. General
files are located in boxes 12, 13, and 14. These contain a variety
of items ranging from PTA newsletters to Title VI guidelines.
Some specifics include Human Relations Council activities, federal
rights under the School Desegregation Law, Affirmative Action
procedures booklet, M-to-M transfer regulations, report from NAACP
Education Committee, district leadership personnel listings, pamphlet
titles, "Improving the Academic Achievement of African-American
Students," and computations of bond funds. The last boxes,
15 through 18, are notebooks left in their original order. Box
15 deals with the Bi-Racial committee, Box 18 includes a NAACP
executive report, and each of the last four boxes contain general
papers which were kept for official use.
Additional
notes concerning order and contents are written on some folders.
Chronological order within category has been used wherever possible,
and undated items follow dated ones.
